I am deeply sorry,” she said as she asked to court to consider the severity of the sentence imposed.Judge O’Donnell said that her “conduct was appalling, unnecessary and unhealthy”.Lifting the two-year driving disqualification, he increased the fines to €500 and asked that the apology from Ms Blake be communicated to Garda Deegan.She was given six months to pay the fines. Last year it was led by accounting company Grant Thornton, which this year was ranked second.The Social Mobility Employer Index ranks UK employers on actions they are taking to make roles open to candidates from all backgrounds, after previous research has shown that people from more affluent backgrounds tend to take a disproportionate number of the best jobs.Recent research from the Sutton Trust found that only about a fifth of children of low-income families went on to become high earners. It also found that almost three-quarters of the children of graduates in the UK went to university – compared with a fifth of children from low-income families.The Foundation discovered that around three-quarters (74%) of respondents feel clients care about the socio-economic diversity of their workforce, with similar proportions saying the same of race (77%) and gender (86%).More than half ask new employees whether or not their parents went to university or the type of school they attended. Thirty percent ask whether or not candidates were eligible for free school meals.Its research also showed that employers’ focus on elite Oxbridge and Russell Group universities to source talent is waning – the percentage of visits made to Russell Group institutions this year was 56%, compared to 70% last year. By providing continuous feedback, it enables direct reports to learn and grow and be recognized in real time, rather than waiting for annual performance review which are outdated and mostly ineffective due to the lag time in these critical conversations. Learning how to conduct these ongoing conversations and developing effective listening skills will provide the foundation for coaching or developing the leadership capacity of your team members. It’s a process that is more effective over an extended period of time so that a commitment to learning is ongoing.Managers need to be able to encourage accountability and motivate their direct reports to higher levels of performance. Knowing how to build accountability is a skill that takes place in the format of one-on-one meetings as well as in regular conversations on improved performance, motivation and problem solving. Additionally, helping colleagues to connect personal and corporate values to performance should be part of this process.Accountability must come from within someone. Managers can encourage their colleagues to practice accountability behaviors and as a result will naturally start thinking in more accountable ways. Encouraging introverted team members to become more integrated into their team by having breakfast or lunch with co-workers one-on-one could be effective.As a manager, by including coaching and feedback as part of your regular routine, you will be increasing morale and creating a feeling of confidence and respect within your team. By acknowledging your team member’s contributions, they will feel increasingly valued and motivated. In the absence of feedback, people assume the worst. Managing employee expectations eliminates surprises, establishes rapport, increases clarity and builds trust. This could be the year that the housing market slowdown moderates. Don’t expect a fire sale, though. The sales slide began in the first quarter of 2005 and continued unabated through January of this year. During 2005, sales of previously owned single-family homes fell an annual 24.7 percent to 9,632 transactions, the biggest decline in 17 years. But the median price increased 6.4 percent, or $36,709, to an annual record of $605,917. That pattern is holding. January sales fell an annual 29.4 percent to 569 versus January 2006. And the median price increased 1.3 percent to $613,000. Last year, the Valley became a market where houses costing half a million bucks was the norm. This year, that price tag moves up to $600,000. And with sales still soft, it could probably be in that neighborhood this time next year because appreciation is now firmly rooted in single digits, percentagewise. Last year, the median price started at $605,000 and ended at $613,000, up 1.3 percent. The same holds true for the condominium market. In January, sales fell 29 percent to 211 transactions and the median price slipped 2.5 percent to $380,100. But that’s more than a house cost a couple of years ago. For both markets, that’s a level that was practically unfathomable when this millennium started. But the situation is still not all that good for house hunters hoping for a great buying opportunity, even though sellers now need to be more realistic in setting their sales price. “Demand is actually good right now,” said Jim Link, executive vice president of the Van Nuys-based Southland Regional Association of Realtors. “What I’m hearing is buyers are out and active.” And the forecast is for an OK spring and summer buying season. But it’s definitely a residential real estate market in transition, and the move is from strong to normal. The market did collapse in the early 1990s, but that was in response to an economic meltdown that resulted in 700,000 job losses across Los Angeles and Orange counties, many of them in the once-powerful aerospace sector. And the Valley was heavily invested in that industry. Now the the economy is growing, albeit slowly, in the Valley but is more broad-based than in the past. Strong performers include international trade and a non-defense-related tech industry that is growing very rapidly. And while inventory is now building toward a normal level, housing demand remains strong. Among the negatives: Credit is tightening as the subprime market shakes out. Builders are still not keeping pace with demand. OTTAWA – Vice-Admiral Mark Norman has been charged by the RCMP with breach of trust for allegedly leaking government secrets.Norman was suspended as the military’s second-in-command without explanation in January 2017.Court documents later showed the RCMP was investigating him on suspicion of having leaked cabinet secrets to a Quebec shipyard in November 2015 over fears the new Liberal government would cancel a key shipbuilding project.Norman has denied any wrongdoing.His lawyer, Marie Henein, released a statement after the charge was announced, calling it a “sad day for an extraordinary Canadian” and the entire investigation a waste of taxpayer dollars.Henein said Norman would fight the allegation in court.

Dan Cohen AUTHOR Many House Republicans have been eager to suspend the chamber’s eight-year-old ban on earmarks, but House Majority Leader Kevin McCarthy (R-Calif.) recently has been urging the GOP Conference to step back and let Democrats make the first move when they assume control of the House in the 116th Congress. “Let the new party wrestle with whether they want to do that. The first move is theirs on this issue now,” Rep. Tom Cole (R-Okla.), chairman of the House Labor, Health and Human Services, and Education Appropriations Subcommittee, told Politico.The House Democratic Conference is expected to consider reinstating earmarks, sometimes referred to as congressionally directed spending by lawmakers, when it meets to set its own rules for legislation. Rep. Nita Lowey (D-N.Y.), who is expected to become chairwoman of the House Appropriations Committee, said she does not know how Democratic members would vote on a resolution to restore earmarks. “But if there is bipartisan consensus, it’s in Article I, and we have a right to have them. And if there’s bipartisan support, they can come back,” Lowey said.If the Democratic Conference in the House moves to bring back earmarks, the chamber still would need to coordinate with the Senate to ensure the change wouldn’t hold up new spending measures.
