Deputy Pat the Cope Gallagher has accused the Minister for Education of dragging his heels on the construction of a new school to replace St Mary’s in Stranorlar. The issue is expected to be raised in the Dail again next week.Deputy Pat the Cope Gallagher said the school must to immediately tender claiming there are inordinate delays since pre-qualification stage of contractors and in the meantime, nothing has occurred. He said “I have raised the need for a new School at Stranorlar on a continual basis since my election in 2016, and especially because the previous Government of 2011-2016 having removed the school from their Capital Building Programme , the decision of that government has caused major delays to the sanctioning of the school.“It is in this context of continual delay and time delays within the Department, that I am forcing a decision on this school, it is a full 12 months since the school was progressed to pre-qualification stage, normally it should move to tender stage within 5 months maximum added Pat the Cope“I have already decided that a motion must be put before the Dáil in order to progress this project. No further delays can be allowed to occur.“The reality is that planning permission will expire on this project by 2022, and bearing in mind the project still has to be fully tendered for, we run the serious risk of letting this project’s planning expire before we get it off the ground, stated Pat the Cope The new building will comprise of 24 new mainstream classrooms, PE Hall and a suite of resource rooms and the new school will be situated on a 5 acre site.The current enrolment of the school stands at 448 pupils and the new school building will allow for further expansion in enrolment up to 720 pupils.The new school building will be state of the art in design and layout and will serve the needs of the school community for many generations ahead.Deputy Galagher said he is directly challenging the Minister to take action and progress this project.He added “You have allowed excessive time delays at the current stage notwithstanding the removal previously of the project from the capital programme. Now, is the time to progress this project and allow it to proceed to construction or face the wrath of further scrutiny on the floor of Dáil Éireann and your poor management of this project thus far. Storage Magazine has announced their list of Best Storage Products from 2006. Storage hardware is definitely getting smarter. Two similar features that propagated through vendor products in 2006 are deduplication and single-instance storage (SIS). Both of these technologies try to identify data redundencies and to reduce the storage of multiple copies of data.Compliance is significantly driving up the amount of electronic data that is being stored, particularly storage of emails and instant messages. Consider an email message sent to 15 staff members containing a 3MB attachment — archival of all 15 copies of the same email would be a huge waste of storage. Email archive software typically will use a single-instance storage (SIS) algorithm so that only one copy is stored and references or pointers are created that point to the shared copy.Deduplication technology looks beyond file-level storage and tries to identify redundancies on a subfile or block level. Similar to the way SIS works, when replicated data is identified, one copy is retained and referenced from multiple places.Deduplication is particularly useful for backups because only unique data block differences need to be backed up. The deduplication process can be broken down into three steps:Analysis — An image of the backup data is analyzed. The analysis may use hints from information like metadata, and file and path names.Redundancy Identification — Based on the analysis, identify which data pieces are redundant. Rather than bit-by-bit comparisons, a hash algorithm is typically applied to a block of data which creates a unique signature for that block. Redundant blocks are identified when their hash signatures match. Common hash algorithms used might be SHA-1, MD5 or some proprietary method.Bit-by-bit comparisons are sometimes done too, and that produces the most efficient identification, but the method is very I/O and compute intensive.Redundancy Elimination — Reference pointers need to be created. Depending on the product vendor, either forward or reverse referencing is used. Reverse references point to the first occurrence of the data. Forward references writes out the current data and updates the previous occurence to be a pointer to the new area.Another consideration is something that is called in-band and out-of-band deduplication. In-band means that deduplication is performed as the data is collected and written. Out-of-band is a secondary asynchronous process that happens later.In-band processing can slow down the backup process because of the deduplication processing. Out-of-band dumps a complete backup to disk and then applies deduplication.Out-of-band processing has the advantage that deduplication could be run across parallel processes. But it also has the disadvantage that during the duplication process the data may need to be read more times and if multiple processes are used, there could be disk contention problems. Out-of-band also requires that an original data image be captured and then shrunk during the deduplication process which means that more disk space needs to be available.

Still in the labDon’t run out to the store quite yet. The first “proof-of-concept” bulbs produced by researchers don’t approach the 40% efficiency they believe the redesigned bulbs are capable of. Yet the measured 6.6% luminous efficiency is still three times as high as a conventional incandescent bulb, and as good as some fluorescents and LEDs.The team is “not seriously contemplating” commercialization at this point. The point of the research, the team said, was to “understand the science of how (and to what extent) thermal emission from high temperature sources can be tailored through this concept of light recycling, which might have many potential applications for energy conversion.”But the research is very promising. The team succeeded in designing a crystal that works for a variety of light wavelengths and angles. The stack of layers can be assembled so that the desired wavelengths pass through and out of the bulb, while the infrared wavelengths are reflected.One of the researchers said the technology might be applied to a number of other products.“LEDs are great things, and people should be buying them,” said Marin SoljaÄiÄ‡ of MIT, one of the researchers. “But understanding these basic properties” about the way light, heat, and matter interact and how the light’s energy can be more efficiently harnessed “is very important to a wide variety of things.”Dr. Ognjen Ilic, one of researchers, added some information from the report comparing the experimental light bulb to a standard incandescent, a compact fluorescent lamps (CFL), and a LEDs lamp.A typical incandescent produces about 15 lumens of light per watt (lum/W), compared to the 40-100 lum/W for a compact fluorescent (CFL) 40-140 for a replacement LED (state-of-the-art LED chips have higher ratings). The experimental bulb produced an estimated 45 lum/W.In terms of the percentage of electricity that is converted into light, an incandescent is about 5% efficient, compared to 15% to 20% for CFL and 20% to 25% for an LED replacement lamp. The proof-of-concept bulb is about 16% efficient and in principle could go much higher. UPDATED January 14, 2016The incandescent light bulb, maligned as an epic waster of energy, could be revived with a change in design that boosts their efficiency, university researchers said. In a news release, the Massachusetts Institute of Technology said that researchers at MIT and Purdue University collaborated on a new design that could prove to be more efficient than either fluorescent lamps or LEDs.The new bulb uses a metal filament, just like a conventional light bulb. But instead of allowing radiant energy to escape, as it does in a conventional bulb, the radiant energy is reflected back to the filament where it’s re-absorbed and re-emitted as visible light. MIT described these “secondary structures” surrounding the filament as a type of photonic crystal composed of abundant materials and made with conventional material-deposition technology.In the U.S., conventional incandescent bulbs are being phased out under energy-efficiency regulations because as much as 95% of the energy they consume is wasted, mostly in the form of heat. Fluorescents and LEDs are rapidly taking their place, even as some consumers grouse about their cost or the quality of light they produce.MIT said that one characteristic of a lighting source is luminous efficiency, a metric which takes the reaction of the human eye to light into account. The luminous efficiency of a conventional incandescent bulb is between 2% and 3%, with fluorescents measuring between 7% and 15% and most commercial LEDs between 5% and 20%. These new bulbs have efficiencies as high as 40%.Results of the research were reported in Nature Nanotechology. (The report is behind a pay wall.)

At the recent BuildingEnergy 17 conference in Boston, there were at least two presentations that touched on double-stud walls. John Straube, a professor of building envelope science at the University of Waterloo in Ontario, used his presentation to raise a warning flag, noting that “these walls will work if everything works — if there aren’t any defects — but they don’t work if there is something wrong.”Jesse Thompson, an architect from Portland, Maine, was one of several presenters at a session called “Evolving Assemblies.” Thompson is clearly more of a double-stud fan than Straube. On many of his projects, Thompson said, discussions “keep coming back to the double-stud wall. We tell builders, ‘Let’s build a house, and then we’ll put an extra wall on the inside.’ It’s easy to explain.”So who’s right? Is the double-stud wall risky or robust? Measuring the moisture content of OSB sheathing John Straube’s comments were made in a presentation called “Moisture Safe? The Writing on the Wall.” His co-presenter was Kohta Ueno, an engineer at Building Science Corporation.Straube told the audience, “There has been a rise in interest in double-stud walls in the last decade. If labor is cheap, this is an inexpensive wall.”Over the years, Straube has been involved in many research projects that show that the sheathing on a double-stud wall has a higher moisture content in late winter than the sheathing on a wall with continuous exterior rigid foam.At the Boston conference, Straube described one of these research studies. The Government now has the authority to spend funds allotted in the 2018/19 Estimates of Expenditure, following the passage of the Appropriation Act 2018 in the Upper House on March 23.This annual Bill provides authority for expenditure (other than statutory expenditure) for the financial year (FY) 2018/19 and specifies the manner in which the money is to be allocated to the various services and purposes of the Government.The Bill, was approved following a six-hour-long debate in the Senate, with 11 persons making contributions. The new fiscal year begins on April 1.Piloting the legislation, Minister of Education, Youth and Information, Senator the Hon. Ruel Reid noted “this is a prosperity Budget for the people of Jamaica.”“The budget for the 2018/2019 FY is smaller, and for this reason, we are able to reduce our debt to Gross Domestic Product (GDP) ratio and can declare no new taxes! This will allow the private sector to invest more in the economy, and to become the engine of growth,” he said.Senator Reid stated that the Government is balancing the books, while balancing peoples’ lives.“We are creating jobs and wealth for the population; we are creating opportunities for all persons and striving to build the foundation on which to achieve a prosperous, productive and equitable society,” he said.Senator Reid said for the financial year 2018/19, the Central Government expenditure is programmed at a total of $807.1 billion. He said of this sum $773.7 billion will be funded from the Consolidated Fund and another $33.4 billion from Appropriations-in-Aid.“Of that Consolidated Fund, the Public Debt Service amounts to $289 billion- which is $89 billion less than what was spent on debt servicing for the last fiscal year,” he said.Senator Reid added that in total, the Public Debt Service represents 34.7 per cent of the overall expenditure budget for the financial year 2018/2019, and 23.7 per cent less in debt service payment as compared to financial year 2017/2018.“Our good fiscal management has allowed the government to take even better care of the country, as we have been able to increase our non-debt spending by $58.1 billion, coming from the Consolidated Fund,” he said.The Bill was approved in the House of Representatives on March 21, following the close of the Budget Debate.
Each week in this space, we examine all the things a certain contending team needs to have happen in order for it to make the College Football Playoff. This week’s edition is a double feature starring the Clemson Tigers and Washington Huskies, each of which fell out of the AP Top 5 after suffering upset losses last week.Current situations: After Clemson and Washington lost to Syracuse and Arizona State, respectively, the two teams’ College Football Playoff odds were dented pretty badly. According to FiveThirtyEight’s prediction model, the Tigers now have just a 29 percent chance of making the playoff (down from 55 percent going into the weekend), and the Huskies are at 24 percent (down from 43 percent). Six teams are currently ahead of the Tigers and Huskies in our CFP probabilities, and Clemson isn’t even the favorite to win its conference anymore. (Miami has slightly higher odds of winning the ACC.) The relatively straightforward paths for both teams to return to the CFP have now run into major complications.What the Tigers and Huskies can do: As always, winning out is paramount to getting into the playoff. If Clemson runs the table — which our model gives a 20 percent chance of happening — it will have a 97 percent probability of making the CFP, a near-lock. The Tigers’ trip to NC State on Nov. 4 is easily their biggest obstacle to that; they win that game in 95 percent of our simulations that have them going to the playoff, while they only win it 49 percent of the time in sims where they don’t make the CFP. (That 46 percentage point difference makes it the highest-leverage game left in Clemson’s season.) It should also be noted that these numbers assume that Clemson’s star QB Kelly Bryant is healthy; he was knocked out of the Syracuse loss but seems to be progressing quickly in his recovery.For Washington, the odds of winning all its remaining games are a bit higher (21 percent), although the Huskies also have a less guaranteed playoff path — only 87 percent CFP odds — even if they do win out. Washington’s most important game comes at Stanford on Nov. 10, a matchup the Huskies win 96 percent of the time in their playoff-bound simulations but only 40 percent of the time in universes where they don’t make the playoff. Miami17.214.4+2.8 Where they need help: As mentioned above, Clemson doesn’t need much in the way of outside help — as long as the Tigers win, they’re still almost guaranteed to make the playoff. They could benefit slightly from anything that boosts their odds of winning the ACC, however, including losses by NC State and Miami. And any wins by Auburn will automatically help Clemson because of its head-to-head victory against those other Tigers in September.Washington, on the other hand, could use more of an assist from afar. There are two categories for these kinds of games: Some — like Stanford losing to Cal in Week 12 — tend to be entangled with implications about the strength of a team’s own opponents.1For instance, consider a situation in which Team A and Team B are conference rivals. Team B might be less likely to win an unrelated game in a simulation where Team A makes the playoff, because Team B is also likely to be weaker in a universe where Team A beats them head-to-head. (Arizona State beating USC also fits this category, because it makes Washington’s loss to the Sun Devils look less bad.) USC28.225.6+2.6 One good piece of news for both Clemson and Washington is that, of the six teams ahead of them in the CFP probabilities, all but likely Big 12 winner TCU hail from just two conferences: the Big Ten and SEC. Since the playoff selection committee puts an emphasis on conference championships, some of those teams will by definition see their odds plummet before the Final Four is chosen — we just don’t know which ones yet. So there aren’t many universes where both, say, Alabama and Georgia make the playoff, or both Ohio State and Penn State (to say nothing of Wisconsin).But Washington and Clemson may also find themselves as enemies down the season’s final stretch; with one loss apiece, they could very likely be competing for the same CFP slot. Indeed, Clemson only makes the playoff in 23 percent of the simulations where Washington is in, versus 31 percent of the sims where Washington misses out. (That same split is 18 percent versus 25 percent from Washington’s perspective.)
